Official Contest Rules & Guidelines

PROGRAM OVERVIEW The FPOY (“program”) is established by BELFOR USA Group, Inc. (“Sponsor”) to recognize and celebrate the outstanding contributions, leadership, and dedication of facilities professionals across the State of Texas. The program is a recognition initiative intended to honor professional achievement and leadership among Texas K-12 facilities professionals.

ELIGIBILITY – Nominees: Open to all full-time or part-time facilities professionals of any Texas public school district or open-enrollment charter or private school.
- Neutrality: Eligibility is not limited to current BELFOR clients. No past, current, or future business relationship with BELFOR is required to nominate or be selected.
- Exclusions: Employees of BELFOR USA Group, Inc., its affiliates, and immediate family members of the Independent Selection Panel are ineligible.

NOMINATION PROCESS – Open Access: Any individual (colleague, community member, administrator, supervisor, self) may submit a nomination.
- No Purchase Required: No purchase or use of BELFOR services is necessary to enter or win. Participation in the Program will have no impact on any current or future procurement or vendor decisions by any school district.
- Submission Requirements: Nominations must be submitted via https://www.belfor.com/us/en/texas-fpoy/ by April 24th, 2026. Submissions must include a brief description of how the nominee meets the merit criteria.

SELECTION CRITERIA & INDEPENDENT REVIEW Recipients will be selected based solely on objective merit in the following categories:
- Professional Excellence: Mastery of craft; serves as a model; consistently exceeds KPI’s/job goals; high attention to detail.
- Innovation: Created a new tool/process; solved a long-standing problem creatively.
- Safety & Community Service: Proactive hazard identification; formal or informal mentoring; leads by example during crises.
- Community Impact: Measurable positive effect on the district or local community; volunteerism; building external partnerships.
- Collaboration and Culture: Breaks down silos; fosters an inclusive environment; improves morale; works exceptionally well across departments.
- Adaptability and growth: Thrives during change; seeks out professional development; applies new learning to improve the school environment.
- Independent Selection: Winners are chosen by a confidential Independent Selection Panel comprised of non-BELFOR employees (e.g., retired educators, community leaders). BELFOR sales and business development staff have no influence over the selection of winners.

AWARDS – Nature of Award: Awards are presented as bona fide honors for professional achievement.
- Notification: All nominees and winners will be notified May 2026
- Reporting & Compliance: Recipients are responsible for any applicable taxes. BELFOR encourages all recipients to comply with their specific school district’s ethics policies regarding the acceptance and reporting of professional awards.
- No Quid Pro Quo: Awards are not “gifts” in exchange for any official act, vote, or exercise of discretion. Acceptance of an award does not create a business relationship or obligation to BELFOR.

PUBLIC DISCLOSURE & TRANSPARENCY – The names of winners and the merit-based reasons for their selection will be shared publicly to fulfill the Program’s recognition purpose.
- Recipients will not be asked to engage in purchasing activities as a condition of receiving the award.

LEGAL COMPLIANCE (TEXAS LAW) This Program is structured to comply with Texas Penal Code § 36.02 and § 36.08. It is a transparent, merit-based recognition program and is not intended to influence any public servant’s official duties
